Squeal When I turn the wheel

The colder the engine is the louder the squealing noise is when I turn the wheel. Also the RPMs rise maybe like 500. I checked the steering fluid and it is at the right level. Could the pump be dying or is this a normal thing? Also does the steering fluid ever need to be drained or is it a "keep-filling" kind of thing....

Thanks in advance....

It should be flushed and replaced many times in a vehicles lifespan, many don't and just continue to add fluid, not a great idea. It sounds like a loose/worn belt to me. It's loose if you can move it more than 1/4"-1/2", then just retighten. If it's cracked or fraying apart, replace asap. The pump may need rebuilt/replaced, if not.

the increase in rpm's is normal, sounds like a loose belt.

Replace the belt. You should do that anyways if it ends up being the pump, so might as well try cheap and quick first.
