Arrow real time timing belt replacement question

I got the belt off and I was inspecting the idler pulleys. The top one spins silently while the bottom one makes noise, but just the kind that a bearing spinning makes. Does this mean it's bad or is that normal? Thanks

Is there any play in the pulley?

When in doubt replace them. The last thing you want is to lose your new belt and more because you were too cheap to replace an idler pulley.
