not starting - help diagnose the prob!

Hi everyone - my 1997 SR5 4Runner has about 156,000 miles and has been serviced regularly. I've owned it for about a year and half.

I've been having an intermittent problem where the car is not starting.

All electrical systems come on immediately which makes me think that the problem is not with the battery. When I turn the ignition the engine isn't starting - it's not even turning over. Randomly if I keep trying it will fire up eventually.

Does this sound like a problem with the starter? How can I be sure? What should I expect to spend to fix it?

Thanks for your help!
