Need some good info

I've got a '96 4wd Tacoma 2.7 man trans with a lot of questions.
Check engine light-Code pulled about 18 mos. ago showed P0401.
Shop "cleaned" induction system. You can disconnect batt and
light will stay off for approx 1 week. It's still on. In Aug., had to
have a head gasket replaced. Shop sent head for milling and milled
too much. Had to get another head. Very expensive. All of that for this.
I'm not ready to put it in the shop and switch parts until it's fixed. What
would be the best code puller/scanner to get for my personal use that would
be specific in the area that's causing the problem. I'd rather spend my money
on the scanner/diagnostic tool than on a bunch of parts. I forgot to mention that when the truck came back from the head job it was way down
on power with a slight skip. If just by chance I wanted to verify that the
replacement head was the correct head, how would I ID it?
#2- Does anyone make a real good bumper guard for this model? My problem is that I've had numerous deer collisions and I'm trying to get the
body work done and I'm scared to install the new bumper and fender without
a guard in place.
Thanks in advance.
