Unhappy melted harmonic balancer seal

new here to yotatech & also to working on my truck in general, so please bear with...

I've been trying to do a timing belt change on my 98' 5vz-fe, and got stuck with a really stubborn, rusty crank bolt. I was forced to go buy a heavy duty 3/4" impact wrench at Harbor Freight, but the 'Big Bertha' gun still couldnt loosen the bolt. So, I reluctanctly resorted to applying heat with a propane torch, and even though I tried to be somewhat gentle with the torch & kept dousing the pulley & bolt with water, I eventually started to smell burning plastic/rubber . After upping the pressure on my compressor & doing a rain dance, the bolt finally came loose. However, once I got it off, I found this:



it looks like that inner seal/gasket melted, and Im freaking out. can this be fixed? Im praying that it can...
I think a new HB/crank pulley runs about $200 based on some of the prices I've quickly checked online, but Im really hoping I can either fix this myself or take it to a shop & have it fixed... so, is this repairable? or is it fubar'ed?

also, as a sidenote, that pulley seems really rusty; I was planning on dunking in evaporust (assuming it can still be saved). should that be ok to do? or could it somehow damage it? should a crank pulley that is *that* rusty be replaced anyway???

nevermind, I ended up just getting a new balancer, since I already had doubts about the condition of my old, rusty balancer.
