That is the spoiler that Jason recommends to get.
He has one on his rig.

Haven't cut into the bumper yet, but had planned to before my hospitalization. I might do this still, but not until next year now:

late entry. but yes, i did add hella micro fog lights to my 1996 4runner bumper. they were placed in the area just to the inside of the turn signals and are slightly recessed. i also added the performance products spoiler and the hella driving lights. keep in mind that the hellas(in the spoiler) are driving lights(i.e. lights activated with the high beams) and cant really be used for routine night time driving. you could probably add different lights to the performance products spoiler in case you wanted fog lights in place of the driving lights. this way, you could really add additional lighting during everyday driving.

i added the fog lights to my bumper for foul weather driving and additional night time illumination.

speaking of additional lighting, why not add rear fog lights which a lot of german cars have routinely installed as standard equipment.

i did in fact add rear fog lights. i had a local body shop install a set of red rear fog lights in the center section of the back bumper which are activated with a stock toyota dash switch. they are a great safety feature to have while driving during bad night time weather.

Sure there is a way, just tap the low beams or the parking lamps rather than the high beams. The problem is that those lamps are really bright and you will blind other drivers. Or at the very least you will get flashed often. I heard that the driving lamps in the PP spoiler were actually high beam lamps from a VW.

You can get the spoiler and/or lamps for 15% off using the link on my page (up to 09/27/02).

my suggestion would be to add another set of either fog or driving lights. hella, piaa and others make several brands of lights that will fit the front of the latest 4runner. that way, you can keep the hella for extremely poor night time driving conditions and use the other set for routine night time driving. im sure you have heard that there were a lot of 4runners that had hella fog light added to them by dealers. they were placed in the lower portion of the top bumper, inboard of the turn signals. this is a good location to add a second set of lights if you are going to use the p/p spoiler. a lot of different styled and sized lights willl work well in this area, without taking away from the overall newly styled front end.

and yes, i agree. i have the p/p spoiler and hella driving lights. they are very bright. according to p/p literature, they are used as the high beam headlights on european passats. that should give you some idea how bright they are.

im not sure exactly lights might fit. but, if you look in the performance products catalog, they list all of the driving light and fog light dimensions so that would be a good start. i would also check hella because they have a round lights that could also fit. piaa also list the dimensions of their lights and p/p has those also.

one thing to remember is that even if you add another set of smaller lights, it wont look too bad. if you look at a lot of other 4runners who have the p/p spoiler, they also have another set of usually fog lights. thats the way i have my front bumper set up but you dont really notice them because they are recessed and are somewhat hidden behind the bumper.

Maybe I can help.
I bought my "toyota-hella" fog lights off of ebay. It was in a Toyota box and came with the facotry fog light switch. I wired it to my low beam lights. I had to cut holes in the plastic valance and the kit came with brackets that bolted right into existing holes. In my kit, everything was 4Runner specific and it had a full set of instructions.

The only problem I had was when I was taking the plastic valance off, i broke a bolt inside of the clip. I just drilled it out and replaced it with a bold and a nut..

Pretty easy install, it only took me 2 hours (first time I had removed the bumper, its very light and thin).

Another late entry, but here:
My 4Runner lights
I cut the lower valance to accomodate the PIAA 980s.
Also, I cut the metal trim piece under the headlight to accomodate the PIAA 001x solitaires. The valance was easier
