Does low idle=more power & high idle=less?

Does low idle=more power & high idle=less?

It seem's whenever I tweak my idle around I notice the gain or loss in power. I am wondering if when I adjust the idle up if I lose power because the engines idling at a higher speed therefor allowing the engine to not have as much power to promote in the overall sceme of things. Confused? Ok then if I lower my idle I have more room in the power band. Am I correct?

Only if your high idle is at 5000 rpm. Otherwise - no.
