Cold start enrichment

Well my engine was done and we were doing a couple compression tests and stripped a plug. I took that to a shop to fix for security. While it was there he was looking around at some other things and now it seems that it is running rich. The mechanic claimed that the cold start enrichment injector never shuts off and this could be why my cat failed recently. This could also account for low mpg. Of course he could fix it for $200 or so, but I was wondering how often this happens and does anyone know anything about this?

ECT ,probably. The PCM thinks it's cold all the time and continues giving it the signal to squirt.

That's another thing... They said the kickdown was jammed. And I think they said at the tranny. What is he talking about? I get kinda clueless when it gets to the transmission. I understand it is what initiates the passing gear, but from what I can tell it works, and this is all with the ECT button NOT on. When turned on it downshifts sooner. When you say ECT are you talking about the magic button?
