92 toyota hilux 22re 2200 miles

Hey i have a 92 22re. The motor was just rebuilt from the block up. I have been having a huge problem and I cant figure it out. I have taken it to three shops and since the problem only happens 50% of the time it didnt do it for them. It seems when you drive it for awhile it will start to surge unless you let off and let it idle. It acts like it has run out of gas or a sensor is going nuts. I have replaced the dist, mass air flow, tb, tb sensor, vacume lines, cleaned the tb plus the plenium, I have tested the coil, the ecu, and no trouble lights have every come on. The other weird thing is that when you are going 60 in 5th the rpms are at 3k it only happens 50% of the time. Most times the rpms are at 2k at 60 in 5th which seem to be right. I have looked of the connections to the tac and it is intact. Yesterday when I started it up it jumped to 3k rpms and then droped to 2k then warmed up and went to 950 rpms. I have no clue and am going batty over here. Has anyone ever had this kind of problem or heard of anyone having this problem? Any input would help since I have done almost everything.

Have you changed the plugs and wires? You didn't mention that. Also maybe you have a crack intake gasket. Spray some carb cleaner where the manifold meets the head on the intake. If the idle raises up then you know you have a leak.

bosch plugs aren't well liked by these engines. for a stock setup, get denso or NGK plugs and NGK or factory wires.
