#3 Piston not working when Enigine is cold

Here's an interesting one. On my 22r 2bbl Carb engine the #3 piston is not working when the engine is cold. There is spark. Once the engine warms up it works fine. Any ideas?

What does the plug look like when its not running right, take it out and look at it and write back.

It looks like black soot is on it.
