2000 Tacoma SR5 OBD2 No Communication

Hey guys what's up? So I bought my first truck about a month ago and still haven't been able to pass inspection. It was a Florida truck and apparently they don't require inspections over there, lucky them. I got it on a steal and couldn't resist even though I have already had to do frame repairs, redo a fuel line, and many little odds and ends. Anyway I failed NJ inspection 2x. The first time was because I forgot I disconnected the battery to weld the frame and didn't do the drive cycles required to reset the ecu resulting in no communication from the obd2 port. Then I went to AutoZone after completing the drive cycles, borrowed an Innova 3130e obd2 scanner disbelieving the truck failed to communicate, and then hooked her up. Everything checked out fine and I thought my problems were over. But then like an idiot, I decided to check the obd2 fuse and pulled it out instead of using a multimeter to check for continuity and inadvertently reset the memory . I didn't realize this until after I failed the second time. Anyway the next morning I hooked up the Innovo and saw that the cat/evap monitors were not ready. Drove it around for a while and guess what?......I can not for the life of me get the scanner to hook up to the truck just like the inspection station! I have been trying for a week. Truck has almost 1000 miles added since last failed inspection so the monitors should've all been reset by now. I checked the obd2 fuse correctly this time and its fine, checked the connector itself and saw a little corrosion so I used CRC and cleaned up all the pins really well/made sure they were pushed in. I saw that pin 16 has power 14v with the truck started and 12.35v with truck in the "on" position. The ground connections also read the same. The only discrepancy I noticed was pin 2. It had 6v with the truck in the "on" position and 8v when the car was started. I read that this is the serial data line, is this the reading I'm supposed to be getting? My next move is to remove the glove box and try to trace the wire to the ecm connector. I have been reading all about this problem on various forums and still can't figure it out how it worked one second and then not the next. Am I missing something guys?? Really would appreciate any thoughts or advice. Sorry for this novel I wrote lol

I would say the only problems i ever had were from poor connections

Different plugs make different connections

Every time I need to hook something up I spend 20 minutes cleaning things

Then anything is possible broken wire bad ECM

Is it possible I have a bad ECM if the truck is currently running well?

Yes, I have same issue. Easiest way to check, swap ecm from a known working truck.

The ECM might just have a bad pin in the plug going to the OBII port

Update: After taking my glovebox off and inspecting the ECM, all the pins looked fine, and I cleaned everything just to be safe while I had everything apart. Still have a dead obd2 port. At this point I really thought it was the ECM but to be safe I took it to a shop to get it diagnosed. Got a call today saying it is the ECM and that they want to charge me $1375....lol I think I'm going to get a used one for $100-300 with one of those 30 day return warranties so if it doesn't solve my problem I can always return it for a full refund. Thank you all

There is a place in Texas That Rebuilds Them Life time Warranty for anything but water damage .

ECM Depot I think I paid @ $300.00 with your old one for a core.

This was for a 98 4Runner 3.4 5 Speed
