I keep looking for smog info and all I can find is stuff about California...
My project is an 89 truck with a 98 engine and 96 ecm/harness
My questions
1) I've heard they won't obdII test me since my actual truck is an obdI, is this true?
2) I'm running the 89 charcoal canister as opposed to the evap box, will the resistor trick work for the unused plugs?
3) how much trouble could I get into if I just registered the truck at my buddy's house in flagstaff (no emissions)

I moved from Pinal county (No emissions) to Marana (Pima county) and had to start going through emission testing ONLY because I commuted daily into Tucson.
Marana usually doesn't require emissions otherwise. Now that it is no longer my DD, I can get an exemption. I did this with an old supercharged Suburban I had. Said I only used it for camping. Which was true. Pulled my boat to the lakes maybe a few times a year.
Maricopa county may be different. Not sure where you are, just call and ask DMV.
