Interesting the wires coming from the fuses are Black with a Yellow stripe .

Your sure this is factory ??

What are you trying to do? Wire up an e-locker with or without ECU, or test the motor?

There should be two heavy gauge wires for the motor, on mine it's light green and light green/red stripe
Yellow/blue is the locker sensor, do not apply power to it.

Post 1884 has a diagram that shows what wire does what in the elocker plug

I want to stress this ^^.

Are you trying to install an e-locker into your 4Runner and trying to wire it up, OR are you trying to troubleshoot a problem with a factory installed e-locker?

I know to ground white with black stripe.ground the green/orange stripe.
I also have complete harness for a 5speed manual with elocker plugs for ecu and RR diff switch don't have the want to tare whole dash out to replace whole dash harness. I don't have a power source to power harness might go back and get the manual computer and complete engine harness to power harness to figure out how it truely gets power by poking and proding

White plug goes to elocker trying to keep as factory as possible for wiring. Trying to see how it got power. I taped wires down to take pic.
I know terrible near ecu it was dark under dash. Light was fading at junk yard sniped right through end near ecu

You'd prolly benefit from reading BigFishAllDay's huge amount of work and information...
within his build thread:
Start with post 457, he retrofitted an elocker including the locker ecu into an '01 which never came with an e-locker. In the process he put out a ton of great into and wiring info:

and in a nutshell thread Posted by BrianSD 42:

I know myself I would not want to try this without both EWD`s for both vehicles .

Like any other harness merging projects I seem to fix after the first few attempts and many fuses
