only brights work

only brights work
only my brights work and so i just thought that it was the lights so i got new ones but it's not working. i have an 86 4runner and so im thinking it's just a fuse but there is no fuse cover in the cab and i don't have a manual. any help?

Likely the headlight combo (dimmer) switch, assuming the bulbs are OK:
