3000k HID in some KC fogs

3000k HID in some KC fogs
I just ordered a pair of KC 26 series fog lights and i was wondering if i put some 3000k HID's in them would it blind on coming traffic since they are going to be super low. Any input. Here are some pics of what I'm planning on doing.

Keep in mind though that those lights in the first pic do not have the diffused light pattern that the KC fogs are so thats kind of why I'm asking the question. If it turns out to blind people then i won't bother with this idea.

The law (at least here in Oregon) states that when approaching another vehicle, you must dim your headlights as well as turning off all auxiliary lights, this includes fog lights. Most vehicles come with the fogs prewired to the low beam (as my jeep does), so its not likely with a stock-like fog setup you'll get any trouble. However, throw some super bright HID's under there and I'll bet you're in for a ticket. I'll bet money them KC's aren't street legal.
