Maybe it's just me , but 13-14 MPG doesn't sound that outrageous . Are you keeping an accurate count of your mileage ? Are you calculating correctly considering your regear and 35's? You can use a GPS to check your distance driven against what your odo says .

I use Fuelly to track my mileage , I get about 17 mpg highway and 15 city .

Here is the decal that will say if it is Cal or Fed( this is a 22r but decals are similar). This is a California Emission truck. Two other ways I can help identify a California 22re is that it will have an O2 sensor in front and behind the catalytic converter. Also the EGR will have a sensor with a wire sticking out the top of the EGR. Total 3 ways, Decal, two O2 sensors, and the wire in the EGR.

A lot of the times the stickers will be missing.

That sticker is the Bible for your truck.

I'd remove all the hoses without even looking where they go and replace them with new hose per the sticker.
