Replacing rear shocks 89 runner

I have a question on replacing rear shocks. I bought a set of shocks and replaced the fronts NO problem. The rears pose a problem the compressed shock is 13.75" c/c and the best I can get the rear is 14.75" c/c. Do I cut the retaining strap and use a ratchet strap to compress to get it to proper length ? The compressed length is correct for the truck. Any help is welcome!! Thanks!!

Cut the plastic strap that holds the shock for shipping.

Never seize the bolts put it on .

done.
