Not gonna get a suspension lift for that price, just BL's. Try searching the forum though, this is one of the most covered topics.

Spacers are by far the cheapest, they will give you enough lift for larger tires. I was able to do the Tundra/OME lift that people around here have been doing for around $450. Thats was getting everything myself used etc. It took some time to find everything. This lift is basically the same as Sonoran steels 7.1 minus a few things, like the panhard, and extended bump stops, brakeilnes. If you just want to lift your rig up a few inches to stick some bigger tires on. You can get a "used " spacer lift for under $100. I just sold a 2.5 inch daystar for $75. So keep you eyes peeled. Spacers are only a temp.thing. Your springs will eventually fatigue and then you'll want replacement springs all the way around.

Yes the toytec 3' is a good bang for your buck. Though this is only for the lift part.. For the <300$ kit there are no shocks included, but it is ok to run it with stock shocks and you can change them at a leter date. This is a popular choice. Search the 96-2002 4runner forum for "toytec". You will get many threads discussing it. Also go into the members section and search toytec for some possible pics
