Need to drill out exhaust manifold heat shield bolts. How deep do they go?

Need to drill out exhaust manifold heat shield bolts. How deep do they go?
My exhaust manifold heat shield was loose and rattling. The first bolt I tried to turn snapped right off. I figure the other two will as well when I try them.
I've already gone at it a little bit with a drill and an extractor... (Broke one bit and one extractor so far. Not really getting anywhere. Steel is tough.) I'm thinking I may need to tap a new hole depending on how messed up things get.
What size are these bolts? I can't get any of them out to check. How deep can I, should I, go?
