Question Looking at 4 Runner to buy

So my 94 Pickup is slowly dieing on me and its overall too far gone for me to put that much money into considering it is my primary vehicle. I have been looking around and finally found a decent looking 4 Runner. Its a 1991 SR5 V6 with a 5 speed with only 51,000 miles. The milage really got me interested in the vehicle. The only problem is there is some body rust around the wheel wells. I know that frame rust can be very problematic with these vehicles. My main question about the truck is how hard / expensive is it usually to fix body rust through the metal around the wheel wells? I do like the color on the truck and its only 3500 bucks so I can afford it and it should run forever, espcially do to recent tune up and work, but i want some input from your guys on what you think about the rust. Thanks
