High idle problem

High idle problem
I have a 1987 4-Runner with a motor from a 1986 pickup. I did switch the fuel injection back to the 87 but I have a high idle problem. I am wondering how to reduce the idel speed. It idles fast all the time; after starting, after idling for a while and after being operated. By fast I mean about 1500 to 1800 RPM. I live in North Dakota and it has been very cold and it idles fast when being started outside or in a heated shop. It runs fine other than the high idle.
Thanks

Make sure the throttle is fully closed, adjust the throttle stop screw out so that the throttle plate closes then turn the stop screw in 1/4 turn and lock. Make sure the dash pot is adjusted properly:

Make sure the TPS is adjusted properly:

Make sure the timing is set to 5 BTDC with the timing jumper installed:

And turn down the idle air screw atop the throttle body.
