91 toyota p/u

My truck is a 22 RE. It idles norm then goes way down then back up over and over. Warm or cold. What could it be and how to fix it

Maybe brake booster is bad. Huge vacuum leak. Plug the port, hit the brakes and see if problem goes away.

I did that and it did not work. I just cant seem to find where or what is doing this. Thank You
