90 4runner 3vze, coolant leak, identify part

Hi, I have looked all over this site and google. as well as looked around the FSM. I am pretty sure I am just looking wrong or else I should have found what this part is, it seems pretty big and useful, but I have had no luck so I am looking for more specific help in identifying the part and how to fix it.

I noticed the leak a few days ago, seems to be more prevalent if it has been sitting for a day or so. Here is a a picture of where I am sure it is leaking from, from underneath.

It drips down and runs along my oil pan here

And then dips down to the ground from this thing

There is normally more coolant on it but I had wiped it off yesterday. It shows up more if I haven't driven the whole day. I am thinking it might be the water pump or something but really have no idea. I did change my coolant a week ago or two ago, and the stuff that was in there from the previous owner looked like it was orange with a hint of green or something, not quite sure the color, but it didn't look right, they might have put some stop leak in it or something. I have only had this for a month or so and have been slowly going through and getting all the maintenance stuff done to make sure everything is good.

I have not noticed any issues while driving with it with the leak, no smoke or smell, all gauges read normal. When I changed the coolant, I ran distilled water through it a few times, no chemicals.

Does any one know what it is leaking from and how to fix it?

Here is another picture from the top:
