My 04 4Runner tailgate won't unlock with the remote or key until:

I turn the ignition on, running or not
cycle the rear window
cycle the doorlocks

Wiper and washer also will not work until the window is cycled.

Keylock also will not work unless ignition is on. Need the spare key to do this one.

I did complete battery disconnect resets and rear window reprogramming.

There is a TSB on the tailgate ECU, but the problems/symptoms are not clear.

If the ignition is turned off, then the whole process needs repeated.

I removed the interior cover and checked all the connections, but it is actually pretty clean in there with no condensation or corrosion evident. Same with both fuse blocks.

Any ideas? I really don't want to spend $500+ to get this fixed.
