Well, the pic is of a California 22RE (per the underhood sticker) so... maybe... and my 88 has the same connector but is California 22RE (per the sticker)... (but the connector is green)?
California emissions vehicles pass emissions nearly everywhere so it's feasible that a Cali truck was shipped to meet demand?

Its not important to me, I was really only curious. All the diagrams I have seen of the emissions stuff for these 4runners have that on Cali only vehicles.

showed you a pic of a 91 22RE (cali) with the connector and sensor.
DOES NOT MEAN your 90 has the same EGR- may have been imported for all we know but had the provisions for the sensor and the ECU wasn't equipped for it.
If you're not getting a trouble code 71, I wouldn't worry about it much, particularly if you pass emissions testing.

I don't know what the temp is, but its warm enough that I can stay outside in a t-shirt comfortably...that could be anywhere between -10 and 80 though..

I don't remember seeing the EGT on my '93 22re. Is is possible yours is from some other state?
Will it pass Cali emissions without it if it is not a 22rec?

It's more of a feedback to the ECU about things than some requirement for emissions. At the very least it's a head's up if the EGR passages are blocked since that will cause the EGR temp to be low. But if you don't have the sensor and pass your tests, then you should be fine.
