What's this connector for?

That is a 92 and a V6 truck so is different then what I am use to seeing. I am thinking it goes to a sensor on the transfer case but could be wrong. On the earlier models I see it disconnected numerous times as it is easily snagged on brush or similar obstacles.

Anyway, that wire should be powered if you turn on the AC button (engine on), assuming everything else in the system is connected and functional.
EDIT: The wire coming out of the harness should be black with a white stripe.

Leaking at the pump? My 4Runner had a massive PS leak a couple years after I got it, someone ran power steering fluid in it instead of ATF. Not good for the seals.It's easy enough to rebuild the stock pump, or get a decent replacement from Napa. Probably been 10 years now without a drop.

If you are getting voltage out of the harness with the button pressed, it could be as simple as the LED in the switch. I have had AC issues with Toyota's "AC Amplifier" which is behind the glove box, it controls all things AC (clutch) based on signal from temp sensor (on 4WD trucks), pressure switch, ignition signal, thermistor, etc. I don't know how common it is for them to go out, but it happened to me.
