throttle cable?

throttle cable?

So i changed the oil in my runner the other day, and when i started her back up she was running at about 3 grand idling. Shut her down and after a bit of messing with it it turned out the cable was kinked. Unkinked it and it ran fine for a bit. Later turned it on and the opposite was happening. Would not stay at idle, as soon as you let off the gas it would drop rpms until it stalled. While messing with it again i blew a relay turning it on so am awaiting that to mess with it more. pretty sure this is the throttle cable but am i wrong?

so, the oil cap is tight and the dipstick is in good too? sounds dumb, but vacuum leaks can occur if not.
