Rusty battery tray

Rusty battery tray

When I bought the truck, it had (and still has) some surface rust here and there (from being in the bay area). But the battery tray is completely rusted through. The rust has propagated along the seams of the front part of the inner fender, and sheet metal around the passenger headlight. Whats the best way to fix this.

Should I just fab something up from scratch (like get some sheet metal, and form it to fit, then weld it in place), or should I get an inner fender that isn't rotted from a junkyard?

i would try the welding idea first.. looks like it wouldnt bee too hard to do that either.
