Oil is leaking out of top timing bolt hole cover

Oil is leaking out of top timing bolt hole cover
So I took off my air pump and left the bolts out...oil is bow coming from the upper bolt hole (that goes through the timing cover). Is this hole suppose to go through the block to an oil passage and what is the right way to plug it....with a copper washer, epoxy, ????
