No (fast) cold start idle

No (fast) cold start idle
My 95 3.0 doesn't have a fast idle at start up? Tach is intermittent at 500-750 RPM. Once it warms up it seems normal. After it cools down for an hour, it has a really low idle?? Just bought it and am starting to fix the issues it has. Any common causes to this before starting my investigation? Any info would be helpful, thanks.
