Hey whats up...I have an 89 4Runner SR5...It will not take off...its also very hard to start...some say fuel pressure regulator...HELP...put new cap, rotor on did not help at all.....after warms up it only gets a little better.

One good way to test your fuel pump and fuel pressure regulator is to check the line pressure.. You need a special tool.
I've never heard of the fuel pressure regulator going out, but I've got a spare if you want it... (It's not likely).
With the 88 4runner, you can get to the fuel pump under the passenger side rear seat.. Dunno if that's true with the 89.

If you pull the vaccum line off the regulator it should rev higher. You mentioned it gets better when it warms up, so I would check the water temp sensor for the ecu, and the air flow meter, they both give the ecu information in ohms for air fuel ratio.

when I pulled the vaccume hose of the fuel pressure regulator the truck did not rev any higher.....also I did not feel any vaccume on the hose going to the F.P.R. either....does that mean F.P.R. ish bad or a sensor maybe?

Is that what the factory service manual says?
Increasing the fuel pressure won't necessarily mean that the idle will go up in my experience.

I dont have a factory service manual...I will look for one tho. Would that make my truck hard to start? I have to hold on the starter for a minute and sometimes hit the gas......not to mention only getting 87 miles to a tank of gas...................

the fuel pump runs wide open, regardless of engine speed. The pressure regulator sends the extra/un-needed fuel back to the tank. All my toyotas and my z-car will rev higher when you disconnect the vacuum line on the regulator. This is the check list for poor acceleration in the FM.
1. clutch
2. vacuum leaks-hose connections pcv, egr stays open
3. air filter
4. malfunction code-check engine light diagnostic codes
5. ignition spark- wires, distributor, coil, igniter
6. timing -5 degrees BTDC at idle (T and E1 short circuit)
7. fuel pressure- fuel pump, fuel filter, presure regulator (fuel pressure at cold start injector 33-38 psi with regulator unhooked, 27-31 psi with vacuum on regulator at idling.
8. check injectors
9. check spark plugs- plug gap 0.8mm, 0.031 in.
10. check EFI- air flow meter, water temp sensor, air temp sensor, throttle position sensor, injection signal(solenoid resistor)
If your 4runner is flooding,(black smoke) check the air temp sensor which is inside the air flow meter.
