Name this Part of the Cooling System

Alright I am getting ready to do a coolant system flush on my 3vze.
I don't think this part will affect what i am doing but I wish I knew what it was.

looks like the factory optional oil cooler. you may or may not have it.

Yep; that's the factory oil cooler.

How does it work, does it have a heat sink in the oil pan?

It has coils inside it which do a heat transfer between the oil & coolant.
