Manual Porp valve doesnt porp enough on rear disc conversion

Just wanted to see if anyone else has a solution to this problem.

What I got:
88 Pickup Xcab with SAS. Dual booster and 4runner MC. Did my Rear Disc conversion using Toyota 4 cylinder IFS calipers on Front and back. Front hubs are IFS with Taco rotors. Rears also Taco rotors. Removed LSPV and went with manual Proportioning valve.
Problem:
Rear brakes still lock up before fronts. Went with a cheap ebay Prop valve and thought that was the problem. Bought a Wilwood Valve and it's better but still no joy. So I still need less braking to the rear.
Anyone put 2 Manual valves in series? Is this a big NO NO?
Did a search but really didn't find anything related to my problem.

Don’t know if running 2 props in series will help. I’m running SFA rotors and calipers in rear for same reason. Fronts are LC rotors and IFS V6 caliper.

Solid Front Axle, pre '86 US mini's
Land Cruiser, FJ60 to be specific as related to brake rotors
Independent Front Suspension
Solid Axle Swap, any US mini after '85 with a solid front axle that was originally IFS

I'd rather not change my brake setup the way I have it.
I guess I could try v-6 calipers up front, I suppose that would help.

When brake systems are designed so front and rear have different braking power. Especially on trucks. Research it to decide best route to get a balanced set up.

Just saying for ultimate blinge factor. FROR makes an adapter to run large tacoma rotors and calipers. Swap to 17" rims to clear large rotors and calipers. Makes pulling knuckles super easy, maybe easier than "camo" method.
