Lockouts

Is there a certain way the lockouts go on the cv joint?

No. The gear needs to spline onto it, then you need to line up the dowel pins, but that's about it.

They go over the splines. Lining up the 2 small dowel pins.

Your question is pretty vague. What problems are you running in to?

The locking hub or lockout's splined ring slides over the splined axle end of the CV shaft. The lock out body itself is bolted to the hub. Are you having some sort of problem or converting to lockouts?

If you lock and unlock the hub in your hand (not on the truck) does the gear move all the way? Are they dirty? Do they need a rebuild? Broken springs?

Pictures would help us.
