i would go straight to another officer and have him sign the back of ticket as corrected(do they do that there?)
ive dealt with this issue on a M/C before...7 tickets in one day, ALL signed off by a different officer the SAME day (before they started charging $10 per correction)
ALL opinions of ONE officer, making his quota, by the 3rd it became a game
in court you could have a video of the dB meter showing it below the thershold value (80dB here too)

347.39 Mufflers. (1) No person shall operate on a highway
any motor vehicle subject to registration unless such motor
vehicle is equipped with an adequate muffler in constant operation
and properly maintained to prevent any excessive or unusual noise
or annoying smoke. This subsection also applies to motor
bicycles.
(2) No muffler or exhaust system on any vehicle mentioned in
sub. (1) shall be equipped with a cutout, bypass or similar device
nor shall there be installed in the exhaust system of any such
vehicle any device to ignite exhaust gases so as to produce flame
within or without the exhaust system. No person shall modify the
exhaust system of any such motor vehicle in a manner which will
amplify or increase the noise emitted by the motor of such vehicle
above that emitted by the muffler originally installed on the
vehicle, and such original muffler shall comply with all the
requirements of this section.
(3) In this section, ?muffler? means a device consisting of a
series of chambers of baffle plates or other mechanical design for
receiving exhaust gases from an internal combustion engine and
which is effective in reducing noise.

For the noise check with your municipality on the db, and yes a good audio shop can do a reading (Suess Electronics here). As far as modifying your exhaust the answer is yes as long as it meets the original equipment standards for emissions and noise. Mines at 95 db idling been that way for 2 years now, no problems. For WI the legal amount a tire can extend beyond the body is 2", fender flares count as the body and in certain applications mud flaps ( I've been pulled over 8 times in the last 2 years and the do measure) Usually ends up in a friendly chat about Toyotas

well nice to see a fellow WI guy buta yeah thats b.s. my neon that i had blew a 142DB on the muffler but again it was a race header with 2.75 all the way back nothing from head to toe lol but yeah you dont live to far from me maybe we can meet up and go wheelin sometime!! hit me up man p.s. whats your myspace everyone and there mother has one i know you do lol

I am gonna try to go to Precision cellular and sound in Point next week sometime, super busy becuz of midterms. How far should i have them test it from? Right at the tip or about 15 ft. away like off-hwy vehicles?
I've never wheeled around here (i'm from Tomahawk) and most of my friends have cars so its tough to find someone to wheel with. My truck has been out of commision since June and it needs a few more things to be really ready to wheel but i would love to go out and mess around one weekend. Snow is on its way, we had flurries the last couple days.
