Well; the picture you showed us is the older EGR plumbing, like what I have on my '88. The charcoal canister line must be reversed at the tank top. The line goes to a VSV or to a port on the manifold. It should never have liquid in it.
Also the T-bar adjuster rod has a locking nut on it. They might actually align and "look" like one nut. I suggest loosening the body bolts and wedge the body up a little to give you some room. If you want a winch on the front now is the time to put in bigger bars. Also skip the torch and use a sawzall, safer that way.

From other research, only a few years in the 80s had a jam nut on the torsion bar adjuster bolt.
Mine is a single sleeve-type nut on the top.
I have new hardware from local Toyota dealer on hand.
I ordered an electric body saw and some blades from HarborFreight.
Awaiting it's arrival to cut out the old torsion bar adjusters.
