lack of power

I have a 90 4-runner 3.0 motor. At light throttle or when accelerating it acts like its bogging down. Once I get to just before quarter throttle it clears out and runs with power. Just replaced cap, rotor, wires, plugs, and checked for vacuum leaks. It also has new air cleaner and ran injecter cleaner through it. Doesn't seem to change. Anyone have any other ideas. Thanks

Have you checked your timing? What about your AFM? Both of those can equate to low power.

How did you check the timing?
What did you set it to?

I checked the timing useing the jumper wire in t1 to e1 port and set it to 10 degrees. Motor running at 800 rpm. I did ohm the air flow meter and it was within spec

This is one symptom of a bad or mis-adjusted TPS.

It could also be an issue with the distributor or VAFM as well.

Start with the cheap things first. Spec the TPS & try readjusting it.

Have you checked for CEL codes?

Yep, check the TPS and adjust or replace if necessary.
Check the intake duct for any cracks in the bellows, pcv hoses, etc., and that the door in the VAFM moves smoothly.

I'll have to download how to check the tps. I have vacuum and all the intake boots look good. I do have another tsp and distributor off an earlier model but ill have to see if I can use them in mine and how to set the tps

I also failed to mention that the motor kind of stumbles at idle. Just like a little miss. Can also feel it at 40-45 mph. At steady throttle
