Intermittent no start on 3.0

1994 3.0 with 225k rebuilt at 175k in vermont (so its still cold here) I bought it about a month ago knowing that it was having starting issues, but would start. In the cold snowy months, sometimes it would start right up first crank. Sometimes it would crank over for 15 times and finally start. Recently it was cold and rainy and it seemed like it did not want to start at all. The first day this happened I pulled the plug and tested for spark and it finally started with the plug out, while I was testing spark. Once running it will idle fine, if you give it gas it hesitates and it sounds like it is sucking air and exhaust sounds like it wants to backfire a little bit. Once warm it runs great, no hesitation at all. After it starts you can turn it off and it will start right back up. On a warmer dry day it will fire right up.

When I pull the plugs, they are wet and it smells like fuel. I have spark. I checked distributor and the contact points look good. I tested the internal coils in distributor and the resistance is in spec. I pulled the cold start injector and soaked in carb cleaner. I tested the battery, all in spec. I get no cels. Air filter is K and N and is only slightly dirty.

Any suggestions on what to test next? I am thinking ECT sensor or cold start injector time switch. Any other ideas? Seems to me a cold start issue. Its hard to diagnose as once it starts, the rest of the day I do not have any issues, so need to wait until it doesn't start again.

Ignition timing? (Don't forget the jumper to set to base timing.)
