well when i first start up the truck it idles at about 1k rpm then after i hit the throttle it wont go below 1100 rpm and sometimes it'll stay up at 1500 rpm. also when i shift the the rpms go up a few hundred.

You probably have a vaccuum leak somewhere.

 

or a sticky throttle shaft, or weak return springs.

my 88 4runner / 22re does this sometimes. I clean the throttle shaft and spring with spray carb cleaner or brake cleaner and then spray some graphite spray on the throttle shaft and spring... takes care of it every time.

 

Sounds like a vaccum leak to me also. There is a method that involves a torch to make it easier to find the leak, cant remember exactly how to do it though. But im sure someone else will.

 

torch- turn the gas on low, but don't light it, and move it around the lines while the engine is running. when you get close to the leak, the leak will suck in the propane and will cause the idle to change.

you can also use wd40, brake cleaner, carb cleaner, starting fluid, etc. with the same results, but any spray that is a gas, as opposed to a liquid, when it comes out of the nozzle will give better results.

 

If no vacum leaks, check your PCV value (if it does not rattle when you shake it, it needs to be replaced).....this is often over looked and should be a cheap fix (get the PCV at your local Toyota Stealership.

 

I'm still leaning towards a mechanical / linkage issue...
