What is your smog issue? What did you fail on? Vac. diagrams are on the internet. Print the one for your truck and start chasing. Tire size?

first off, welcome to yotatech...

now that thats done, might wanna list some of the specs of your sweet lookin runner...

what are the RPM's on the freeway?
have you tried to pull any stored trouble codes?
also, there is a sticky at the top of the forum with a link to the FSM's... that would be your best place to look for the toyota hose diagrams...
also, might want to do a basic tune-up if you havent already...

one thing to note, and im not trying to be mean, but typing out the full words... it takes 2 seconds more, and people will want to be more helpful if you do...

You said it gets stuck at speed and wont shift? Have you checked/changed tranny fluid, or maybe have her flushed? Do like you said and do a full tune up including plugs and wires as well before other avenues are researched. Is this a new car to you? Just bought? If so do you know maintenance history?

if you vacuum hoses are messed up that might be an issue...
if you look at the top of this forums there is a STICKY post with the factory service manual posted..it is the book you need to fix your truck
ANYTHING WRONG WITH IT!!!
also its good to do a basic tuneup when you get a new truck change all fluids..
how long have you had the runner?
