kind of tough to read with no punctuation.
Let me see if I got this right.
1. The Low beams work
2. The high beams do not work.
3. Pulling back on the indicator switch to flash the highbeams also does not cause the high beams to come on
4. You have power in the wires where it should be.

Are you sure the second filament in the headlights (The high filament) works? Looks closely at the bulb (with power off) to see cracks, burnt, discontinuity in the bulb.. You can check resistance on the bulb, using an ohm meter.. as long as it isn't infinity (open circuit) the bulb isn't burnt out..

IF there is power going all the way to the headlight, the problem is most likely with the light itself.

Post some details on your truck too.. Year, truck or 4runner.. the more background info the easier it is to get to the bottom of this..

There is a relay for each headlight under the hood in the main fuse panel.. Maybe where to check next..

I can't confirm what you said about the relay.. If the relay has power, that means the switch is working.. there's a break in the wire somewhere between the relay and the headlight.
When did you notice the high beams didn't work? Was it after a car wash? was it after you put new bulbs in?
