It's probably not leaking out of the housing, but from the pressure port union bolt. The 22mm one that connects the tube that goes to the steering gear box. Try tightening it a bit more. Mine did the same thing, I had to tighten it scary tight.

My power steering noise happens when Im at idle and go to turn the wheel at a dead stop or going slow. It also happens when I am at a dead stop and depress the brakes, why is this? Why would it make the same steering sound if I pushed in the brakes at a dead stop?
