If your figuring mpg's off odometer reading then your not getting an accurate number.
Yes gears will improve it and make the rig more streatable. Man I bet you really have to get a running start for highway speeds. Ouch..

As someone already said 5.29's should get you going pretty good. Still not going to be 10 second truck but it will make highway speeds doable. I ran 35x13.5's on stock gears and a 22r for a long time and highway driving is embarrassing.

Haha don't worry, you're not alone.
Regearing to 5.29's will definitely help. 4.88's for 35's would work too, but 5.29's leaves room to run 37's if you want to do that in the future
Also looking into a locker while you have the diff's apart isn't a bad idea (if you can afford the extra couple hundred bucks)
