The second o2 reads the drop in o2 content after the convertor. As the converter burns more fuel out of the exhaust stream, it decreases the level of oxygen read at sensor 2. If there is no cat, the o2 level remains the same. On obd2 set ups itll throw a light for converter efficiency. Not sure on 94 and before, guessing the ecm would set a signal as too lean
