Engine light on - no codes!!!

First I have a 93 4runner 3.slow. My engine light has been on for a while and when I jump e1 plus TE1 then go in the cab turn the switch to on and do not touch anything I do not get any blinks, solid engine light. Has anyone had this problem before? When I am driving sometimes the light will flicker and go out for a while then it seems when i hit a bump it comes back on.

second problem - I have been trying to hunt down a gas mileage issue for the past three weeks and cannot figure it out. I get from 8-9 miles per gallon right now which is terrible. i have done the following:

-changed o2 sensor
-changed fuel filter
-plugs and wires and dcap
-seafoam
-checked compression thinking exhaust valve could be bad - 140-150 all across all cylinders so seems to be good
-I did some initial checks with propane for vaccum leaks, can't find any yet
-exhaust does not seem to have a leak

Any ideas anyone? These two issues are going to drive me nuts!! (probably more my wife as i am outside all the time trying to figure these out)

1)pull the ECU fuse, count to 10 and reinsert.
2)drive truck, wait till it comes on
3) Follow instructions for pulling codes. it will flash.

Nope; ECU is located in the black fusebox on the left side of the engine bay (as you're looking at the engine from the front of the vehicle). In this pic, it's underneath the white rag on the left:

BE CAREFUL when you pull it; you have to take a small screwdriver & lift the tabs that hold it in. I was overly zealous & broke mine, necessitating buying a new one for about $40.

We are talking the fusr right, not teh ECU itself? TNRabbit mentioned the ecu itself but I thought we were talking about the fuse?

The ECU fuse is where TNrabbit said it was. It's in the fuse box on the passenger side of the engine bay (under the hood) just behind the battery a little way, where the white rag is in the picture.

TNRabbit are you when you say the ECU fuse do you mean the EFI 15 Amp fuse? Is it a regular size fuse or something different we are talking about here? I think I may just pull the battery cable, will that work?

That is correct; it's the plastic "cube" in the back of the fusebox I was talking about. Pulling the battery cable will work but resets your radio, etc. It's easier to pull the fuse.

Triple check your jumper connection on your hood with how you actually have it jumpered. The orientation can be tricky. Take a pic and post it if you can.

if all else fails find someone with a scanner and a toy-1 adapter and power cord.

the code and your gas milage probably go hand in hand.

You havent made the connection in the jumper box. Probably a wire too large was used and spread the terminals open.
