EFI part question

I was inspecting my 4runner today and noticed a rubber boot that is deteriorated. Does anyone know what part this is and or a part#? It sits just below the throttle body and has a rod connected to a plunger. Is this boot important? I have been having an issue with the a sticky gas pedal after starting the truck on the first depression of the pedal but then everything feels smooth.

Mine looks just like that. It causes my idle to stay high until I blip the throttle.
