Cruise control actuator question
I've used the search and have read almost every post dealing with cruise control but still haven't got it figured out. I have a 93 4runner 3.0 auto. My cruise light comes on but I can't set my speed. My vacuum Hosea are hooked up right with a good vacuum no sign of leaks. I'm thinking possibly the actuator is stuck because when you apply throttle the actuator cable keeps all the slack in it. Maybe this is normal. I don't know. One other thing it does is if I push the accel button and let off the gas my rpms won't drop all the way but stay about 1000 higher until I let off the button. Any ideas?

Troubleshooting cruise controls is tricky because you can't stand beside the truck during operation and look at what's going on. I would suggest looking at this section of the FSM http://ether3al.physic.al/93fsm-mobi...10cruiseco.pdf and following the diagnostic procedures. Hopefully that will point you in the right direction.
I was under the impression that the 93-94 vintage cruise system was not vacuum operated at all, but instead used a motor drive to actuate the cable.

My '94 uses a vacuum actuator.
There are 26 pages of diagnostics http://personal.utulsa.edu/~nathan-b...10cruiseco.pdf. I would go through them (they are not difficult; mostly checking the electronics), and toward the end you will directly check for a stuck actuator by using a vacuum pump (and a multimeter).

Interesting. In the FSM ('93 version) I referenced above, it shows a vacuum actuator for both the 3vze and the 22re. The manual I have at home on my computer shows a motor drive actuator for the 3vze, which is what I have. The 22re still shows vacuum.
They must have changed the actuator sometime in '94 for the 3vze. Mine was built in May of '94, so it's a relatively late '94.
Sounds like the OP should be looking for a vacuum system, for sure.

Thanks for y'all's help. I'll take a look as soon as I get off work. I'm still curious about the actuator cable. Is it supposed to not move with the throttle? When I have the hood up and give it gas at the throttle body the actuator cable stays still. Could someone look and see if theirs does the same. It seems like there would be tension but I'm no mechanic just some guy who try's to figure it out himself. And with your help of course.

That's correct operation. It keeps the actuator from interfering with normal accelerator operation when the cruise is disengaged. The cruise control cable can pull the throttle open when engaged, but it can't prevent the throttle from opening when the accelerator is pressed.
