Cold start issues

Hello, This is my first post so if this is a often repeated question forgive me. I just rebuilt the 3.0 in my 88' pickup. I can't seem to get my cold start injector to work. I was having this problem before I rebuilt the motor. I thought I would find the problem during the rebuild. When running, it runs like a clock. The things I have checked or replaced:
Checked the temp sender- good
Replaced the cold start injector timer ( old one checked out but I happened to have one on hand)
Injector works when tested, lots of pressure at the injector as well.
I even swapped the ECU, again I happen to have one on hand. I could really use some experienced Toyota people here. Most of my Toyota experience is with FJ series trucks so this is a bit perplexing. Thanks for any replies.

How do you know the injector is not working? You litterally state it works when tested, what makes you think its not working on the truck? A description of symptoms would help.

When I test the injector with an outside power source it works well. The problem is I'm not getting a signal at the cold start injector connector. Sorry for not being clearer this is getting to my head!...

Thanks for the explanation, that helps. Have you tried checking the wiring for a short to ground? Or to each other? Try disconnecting the plug at the injector and the harness at the ECU and use a DMM to check the resistance between the two wires and each wire to ground. Eliminate that first, its cheap and easy. Also pull the ECU error codes, thats an easy, cheap step that I missed recently! Report back what you find!
