Code 4 won't clear? Any ideas?

Code 4 won't clear? Any ideas?
I have changed the sensor twice for yard parts that test good per FSM and burped the coolant system. Also pulled the EFI fuse and when that didn't work I disconnected the battery for a night. Other than checking the wiring does anyone have a thought?
