code 11 question

So I have an 86' 22re 4x4 m/t and I'm pulling a code 11. The manual says it's either the:

1. A/C switch
2. throttle position sensor
3. throttle position sensor curcuit
4. ECU

I just finished rebuilding the motor and when I start it it won't idle. It just lopes down until it stalls out if I let off the gas. If I hold the gas it runs but misses a lot. I have yet to adjust the timing and tune a few more things I was just curious as to if anyone knew the likely culprit.
